Boats without a license

To understand which boats can be operated without a license, you should know that there are a series of conditions that allow for this activity.

You must be over 18 years of age to be the skipper of these vessels, and they must also meet several requirements:

Measure up to 5 meters in length.
They may only navigate during the day; night navigation is not permitted.
Motorboats cannot exceed 15 HP of power.
Navigation is only permitted up to two nautical miles from the port of departure.

Please note: this exception only applies to privately owned boats. Since 1 October 2026, Royal Decree 1188/2025 requires a valid nautical qualification to rent any boat, including the 5-metre, 15 HP boats that could previously be rented without one. Here we explain what has changed.

Which boats can be operated without a license?

In Spain, the boats that can be operated without a license are as follows:

Jet skis

Jet skis can be operated without needing to obtain a navigation license in Malaga as long as the jet ski is rented for guided tours or on a circuit. Call us and check the conditions!

Surfboards, paddleboards, and similar equipment

Although these types of vehicles are not strictly boats, surfboards, paddleboards, and other similar watercraft do not require a navigation license.

It is important to note that these vessels can only be operated without a license under the following conditions:

Daytime navigation.
Navigation within 2 miles of the coast.
Favorable weather conditions.

Surfboards, paddleboards, and similar equipment.
