GMDSS Restricted Operator Certificate (ROC)

Possession of the Professional Certificate of Restricted Operator of the Global Maritime Distress and Safety System (GMDSS) will be required for Captains and Officers in charge of navigation watch on civilian vessels operating under the Global Maritime Distress and Safety System in Maritime Zone A1, in accordance with the definition of that zone set forth in Royal Decree 1185/2006 of October 16.

The course duration is 40 hours, of which 15 hours are theoretical content and 25 hours are practical content. The course is in-person. Only 10% absence from theoretical hours is permitted. The practical component must be completed in its entirety.

The GMDSS Restricted Operator Professional Certificate will be valid for 5 years and will include the expiration date.

To prevent the certificate from expiring, it is important to renew it at any maritime authority office before the expiration date. To renew the GMDSS Restricted Operator Professional Certificate, it is necessary to meet one of the following requirements:

  1. Have 3 months of sea service in the last year of the certificate, performing duties related to it.
  2. Have 1 year of sea service within the 5 years of the certificate, performing duties related to it.

Once the GMDSS Restricted Operator Professional Certificate has expired, an 8-hour Refresher Course must be completed, without the need to retake the full course.
